The short answer

Copilot can generate a quiz, and the version worth using is Copilot in Microsoft Forms: you open a new quiz, choose Draft with Copilot, paste or describe the content, and it returns a titled draft with questions, answers, and optional answer explanations already inside a scoreable form. The catch is the license. Microsoft requires a Microsoft 365 account with a Copilot license for that control to appear at all. Without it you are on the manual Forms path or the Quick Import path, which caps at 10 MB and supports only two question types. Upload the same source document here and a numbered student copy plus a separate answer key come back finished, with no license and no prompt to write.

License requirement and import limits verified against Microsoft's own Forms support documentation.

The three Microsoft paths to a quiz, and what each one actually gives you

People say "Copilot quiz generator" and mean at least three different things. They behave very differently, and only one of them ends with something a class can sit and be graded on without more work.

Path	What it needs	What you end up holding
Copilot in Microsoft Forms	Microsoft 365 account plus a Copilot license	A drafted quiz inside Forms with title, questions, and answers, optionally with answer explanations. Closest thing to a finished product on the Microsoft side.
Copilot chat, then paste	Any Copilot chat surface	Questions as chat text. Fine for a study session, but every item still has to be retyped or pasted into wherever the quiz will live.
Forms Quick Import	A local Word or PDF file, 10 MB or under. No Copilot involved.	Your existing questions converted into a form. Multiple choice and open text only, and the correct answers are not marked for you.
Upload here instead	The source document, no license	A numbered student copy and a separate answer key, as two files you can print, plus a shareable scored link.

Quick Import limits and supported question types per Microsoft's "Convert a Word or PDF form or quiz to Microsoft Forms" support article, checked July 2026.

Copilot quiz prompts that produce something usable

A vague prompt gets you eight easy recall questions off the first page. Every prompt below names the count, the format, and where the answer belongs, because those are the three things Copilot will otherwise decide for you.

Prompt	What the wording is doing
Create a quiz based on the content above. Include 20 multiple choice questions with four options each, and indicate the correct answer.	The baseline. Fixing the option count stops Copilot alternating between three and five options across the set, which looks sloppy on a printed page.
Spread the questions evenly across every section of the content, and name the section each question came from.	Coverage plus an audit trail. Without it, generated questions cluster in the opening pages. The section labels let you see the gap in ten seconds.
Make the distractors plausible: each wrong option should be a real term from the content, not an obviously invented one.	Attacks the single weakest part of AI question writing. Throwaway distractors make a question guessable without reading it.
Include answer explanations, one to two sentences each, referencing the source content.	Copilot in Forms has a dedicated option for this. Explanations double as your review notes when a student challenges an item.
Write eight application questions that require using the rule rather than restating it, and mark the correct answers at the end.	Pushes past recall. If you never say this, you get definition questions, because definitions are what the source text is densest in.

Copilot in Forms compared with a document to quiz converter

This is an honest split, including where Copilot is the better answer. If your whole organization runs on Microsoft 365 and already pays for Copilot, the Forms route removes a lot of friction that no outside tool can match.

Job	Copilot in Forms	PDFQuiz
Cost to get started	Needs a paid Microsoft 365 account plus a Copilot license	Upload a file and see the questions before deciding anything
Reading a long source file	Content is usually pasted into the draft box, so length is limited by what you paste	The document is the input, including scanned pages and slide decks
Auto scoring and results	Strong. It is a Forms quiz, so responses are collected and scored inside Microsoft 365	A shareable scored link, or export and score offline
Printable test plus separate key	Not the design. Forms is a web form, and printing it is a workaround	A student copy and an answer key download as two separate files
Works outside Microsoft 365	No	Yes, any browser
Answer explanations	Yes, an explicit option when generating	Answer key with the correct response per item

How to get a finished quiz from a document in four steps

Step 1

Upload the source

The training deck, the chapter, the policy PDF, the Word handout. Whatever the questions should come from.

Step 2

Pick count and format

Multiple choice, true or false, short answer, or a mix. No prompt engineering involved.

Step 3

Review and edit

Rewrite a weak distractor, cut an item, reorder. Five minutes on a 25 item set is normal.

Step 4

Share or print

Send a scored link, or download the student copy and the answer key separately.

Who runs into the license wall

Schools on Microsoft 365 A1

Forms is included, the Copilot draft control usually is not. The generation step is the part that is missing.

Corporate training teams

Licenses often sit with a handful of people, not with whoever writes the knowledge check for a compliance training quiz.

Adjuncts and contractors

No tenant account at all, but the same weekly quiz to write from the same reading.

Anyone who needs paper

A Forms quiz is a web form. When the test has to be printed, see printable test maker.

Questions people ask about making quizzes with Copilot

Can Copilot create a quiz?

Yes, in two different places. Copilot in Microsoft Forms drafts a titled quiz with questions and answers directly inside a new Forms quiz, and it can optionally add answer explanations. Copilot chat will also write questions from a document or pasted text, but it hands them back as chat text you still have to move somewhere.

Can Copilot make quizzes from a document?

It can, though the reliable route is to paste the content into the Draft with Copilot box in Forms rather than expecting the file to travel with the prompt. File upload behavior in Copilot chat varies by license and by tenant policy, and admins commonly cap upload size, so a method that depends on the file being read is not a method you can plan a lesson around.

Do you need a Copilot license to generate a quiz in Forms?

Yes. Microsoft states that using Copilot in Forms requires a Microsoft 365 account and a Copilot license. Without that license the Draft with Copilot control is not available, and you are back to typing questions into Forms by hand or using the separate Quick Import path from a Word or PDF file.

What is the best Copilot prompt for making a quiz?

Name the count, the format, the option count, and where the answer goes, all in one prompt. For example: create a quiz based on the content above with 20 multiple choice questions, four options each, and indicate the correct answer for every item. Adding a spread instruction such as evenly across all sections is what stops the questions clustering on the first few pages.

Can Copilot import questions into Microsoft Forms?

Forms has its own import path that does not involve Copilot. Quick Import converts a local Word or PDF file into a form, with a 10 MB file limit, and Microsoft states only multiple choice and open text questions are supported. Anything else in the file comes back flagged as an unsupported question type. The full import spec is on our PDF to Microsoft Forms page.

Does the answer key come across when you import a quiz into Forms?

No. Quick Import brings the questions and options over, and you still mark the correct answer and set the point value on each question inside Forms. On a 25 item test that is 25 separate clicks through the answer key control, which is the step most people do not budget time for.

Is Copilot or ChatGPT better for making quiz questions?

Copilot wins if your organization is already on Microsoft 365, because Copilot in Forms drops the draft straight into a scoreable quiz instead of a chat window. ChatGPT is more flexible about output format and easier to iterate with. Neither returns a printable student copy and a separate answer key as two files. The prompt side of ChatGPT is covered on the ChatGPT quiz generator page, and Google's equivalent on the Gemini quiz generator page.
